Substantial Improvement
A substantial improvement is any improvement to the structure excluding land value in excess of 50% of assessed or market value. If 50% is exceeded in a 12 month period the building must meet city ordinance VC 126 Flood Hazard Areas and possibly need to be elevated, basement filled in, flood vents installed, etc.
